To overcome the economic slowdown impact which is being twine the Indonesia economics, government launch the economic policy packet of phase III. This packet to equip two economic policy packet before. In previous economy policy packet, government conduct various deregulation to improve the climate of investment and relax on the permit of business.
"this time, government add important point, besides amenity and transparancy, that is decrease the expense on investment," say Minister of Coordinator of Economics of Darmin Nasution to journalist in Presidential Palace
Acording to press release from Liaison of Ministry of Economics Coordinator, economic policy packet of phase III cover three policy point:
- First, lower the electricity tariff and fuel price ncluding gas.
- Second, extension of credit for small business
- Third, deregulation land permit for the investment
A. lower the electricity tariff and fuel price ncluding gas.
1. Fuel price
- Price of Avtur (jet fuel), LPG 12 kg(gas domestic), Pertamax(auto fuel), and Pertalite(auto fuel) lower since 1 October 2015
- Price of diesel fuel lower by 200 rupiah per litre for diesel fuel subsidize and non-subsidy. With this correction, retail price of diesel fuel subsidize will become the Rp 6.700 per litre. This correction of diesel fuel Price go into effect 3 day since this announcement.
- Price of auto fuel like premium remain not change, Rp 7.400 per litre in Java, Madura, and Bali And Rp 7.300 per litre the area.
2. Gas price
- Gas price for the factory from gas field specified as according to ability of purchasing power fertilizer industry, namely equal to 7 US dollar of million metric british thermal unit ( MMBTU).
- Gas Price for the other industry ( like petrochemical and ceramic) will be lower by as according to industrial ability. Lower of gas Price enabled by doing efficiency of system of gas distribution and also reduction of acceptance of state or PNBP gas. Still, this gas price degradation will not influence the number acceptance becoming part of gas company contracting job of equal.
- Lower of gas Price for the industry, will be effective go into effect to start 1 January 2016. " Because still have to alter the regulation of about PNBP," say Darmin.
3. Electricity tariff
- Electricity tariff for the customer of industrial of I3 And I4 will be lower to follow to petroleum price ( automatic tariff adjustment).
- Discount the tariff of electricity till 30 percent for the usage of electrics start midnight at 23.00 till morning at 08.00, at the time of low system electricity burden.
- delay of payment of Invoice of electrics account till 60 percentage of invoice a yearlong and pay 40 percent of the rest in installments at month of 13, special for the industry with full labour.
B. extension of credit for small business
After lowering the interest rate of small business from about 22 percent to 12 percent, at economic policy packet of this phase III, government extend the receiver of the credit.
"Through the extension for this receiver credit, government hope will emerge all new entrepreneurs," say Darmin.
C. deregulation land permits for the investment
1. Ministry ATR / BPN revise the Number ministry regulation number 2 Year 2015 about Standard of Service and Arrangement Land, Planology, and Land for investment.
2. Some this new arrangement include the several things, like
a. Applicant get the information about availability of land ( from the beginning 7 day become 3 hours).
b. All application registered by as certainty for applicant to availability and plans the land use. Letter will be released]during 3 hours period.
c. principal Permit equipment
- Proposal, company license, land right become the conditions of early to start of field activity
- There is conditions which can propose up to before publishing of decision about rights of land use.
